Accelerate Access to Housing

We believe every citizen has the right to safe, quality housing, and every Caymanian deserves housing security. TCCP will take bold steps to make housing more affordable and accessible.

Home ownership

  • Reintroduce the GGHAM (Government Guaranteed Home Assisted Mortgage Programme) to help eligible Caymanians qualify for a zero-down payment mortgage
  • Raise the upper price limit for stamp duty waivers to reflect today’s market conditions and help more eligible first-time buyers
  • Accelerate the National Housing Development Trust’s (NHDT) rate of construction and delivery of new energy efficient homes
  • Have NHDT re-introduce a lease-to-own programme for housing units
  • Amend planning regulations to:
    • Allow smaller lot sizes in thoughtfully designed neighbourhoods
    • Allow modular homes
    • Increase building heights in appropriate areas (e.g. up to 4–5 stories) and promote mixed-use developments with retail at ground level, commercial on the second floor, and residential units above
    • Cut red tape and unnecessary bureaucracy that increases the cost and delays the building of homes
    • Provide incentives to eligible contractors to increase the supply of low- and middle-income housing
  • Revamp the permanent residency points systems to remove the award of points for property ownership
  • Enact Registered Land Act amendments to provide a fairer foreclosure procedure
  • Explore the option of restricting sales of undeveloped land under CI$200,000 and developed properties at or below CI$550,000 to Caymanians only
  • Remove the stamp duty on mortgages for first-time home buyers who are accessing the stamp duty waiver
  • Explore the option of raising stamp duty for overseas buyers

Renting a Home

  • Enact legislation to protect tenants and landlords by:
    • Establishing a Rental Housing Unit to improve rental housing standards and transparency
    • Introduce a standard lease agreement to protect both tenants and landlords
    • Implement routine inspections and enforce minimum standards for rental properties
  • Amend planning legislation to allow homeowners to add rental units —such as mother-in-law suites or studio apartments—to offer more affordable housing options

Social Housing

  • Expand access to transitional or long-term social housing for Caymanians in crisis or in need
  • Maintain a dedicated stock of government-owned or controlled housing units for vulnerable individuals and families, including clients of the Department of Financial Assistance
  • Ensure relevant social services units are available to maintain the property and provide social support to the clients
  • Enter into partnerships with existing home owners to add auxiliary dwelling units to help adult children take care of aging parents

Housing Repairs

  • Expand funding for urgent home repairs for Caymanians living in unsafe or unhealthy conditions, especially the elderly and vulnerable
  • Offer targeted financial assistance or government-coordinated repairs to maintain the quality and livability of existing homes

Lack of affordable housing is part of a broader conversation about population growth, immigration policies and physical development. TCCP’s solutions align with our overall strategy to balance the economic, social, and environmental needs of our people.
